Europe fares equally poorly in upgrading 4G base stations to 5G as well, with just one percent having been enhanced this way, compared with ninety-eight per cent in South Korea. This is also due to legacy issues from the delayed roll-out of 4G in many EU Member States.
The deployment and adoption of 5G SA in Europe remain sluggish, increasing slowly from a very low base and further widening the region's gap with North America and Asia. Spain stands out as a clear leader in 5G SA deployment, reaching an 8% Speedtest® sample share compared with the EU average of just 1.3% as of Q2 2025.
The EU-27 has deployed around ten 5G base stations per million capita, whereas South Korea has rolled out around 1,500 base stations per million (by the end of 2019). The EU-27 has upgraded 1% of 4G base stations to 5G, whereas South Korea upgraded 98% (by the end of 2019).
The European 5G Observatory tracks progress in 5G infrastructure deployment across the EU and other regions worldwide according to base stations deployment, edge nodes and infrastructure sharing agreements. Source: IDATE estimates and regulators' data. Reporting period: at December 2024. Source: IDATE estimates and regulators' data.
The European 5G Observatory is a monitoring facility designed to track progress in 5G technology and market developments across the EU and other regions worldwide.
